The biggest issue I see is unless they change the libram that increases strength from SoV, I would still be hard pressed to use SoC over SoV. Looking at the ret tree for PvE though, taking that point in SoC typically isn't a big deal either way.

I haven't seen any numbers yet but I'm gonig to guess that SoC is going to replace SoR. In situations where you'd use SoV, keep using SoV.

sympathy for you. Switching seals between stages is a far cry from re-sealing yourself after every judgment :P

You see kids, back in the day Judgements were off the GCD, hit like a limp @#$%, and consumed your Seal (which only lasted 30 seconds to begin with).

Agreed, to all of the above.
Although, a consideration - Seal of Command (proc'ing on melee, Crusader Strike) + Divine Storm + Consecrate = pretty massive AoE damage now. You're essentially going from a 33% damage increase to a 100% damage increase with each proc. Compared to Seal of Blood and a 6 second CS cooldown, we actually do more damage AoE now than we ever did before.
Over 20 secs: 6 melee + 3 CS + 2x4 DS = 17 procs @ 48% (46?) damage = 8.16 * melee damage
Over 20 secs: 6 melee + 4 CS (assuming not perfect timing) = 30 procs @ 33% damage = 9.9 * melee damage
And we don't go all emo in the process xD

That depends. If you're prot, you may have spec'd into Crusade instead, rather than Seals of the Pure. SoC is better than unglyphed, untalented SoR.
(Edit: I just realised, I think you're talking about SoR vs SoV. I think he's talking about SoR vs SoC.)
Of course, that requires you to spend an extra point on SoC in the first place, and the lack of an extra proc'ing ability like Crusader Strike may mean that you're better off with the SoV benefit from HotR. Did you want to do the math on that, or will I have to wait until I've got some free time?
Or has EJ already proved whether SoC / SoV is better for Prot?

Well, yes and no. Yes, in principle, because burst damage is short-time damage. No, because you're implicitly assuming that you're bursting from scratch.
If you have time to build up 5 stacks on an opponent in PvP for instance, you can get much greater burst from SoV.

I always thought the talented SoR was only enough to out dps SoC slightly, but now with the cleave it would seem like SoC is the clear winner, prove me wrong instead of /sarcasm.
Yeah, I think he meant SoR vs SoV.
SoC beats SoR only slightly untalented and unglyphed. With talents and glyph, SoR beats SoC by a fair way at current gear levels, I believe.
One more point - you're assuming that there are multiple mobs who you can take down in <12s. Single mob, the SoR vs SoC question doesn't change.
On a separate note, Squish, in PvP, one tends to avoid SoV because the DoT breaks CC, even though as prot (possibly even ret), you'd be able to get 5 stacks quite quickly and start ruining people's lives.
As Prot, you'd be able to get 5 stacks quickly, and you also don't have any CCs that can be broken by SoV. But if you're talking about setting up burst, then you'll still get more burst from stunning and allowing the DoTs to keep ticking, than you will from repenting and starting from scratch with a weaker seal.

I use the following:
Seal of Command for average mobs and questing
Seal of Vengeance/Corruption for boss encounters.
It works for me.
