DnD (BFU) > HB (FU) > Pest (B) > BB (Death) >...
Actually at the point you use Pestilence, there go all of your 6 runes. Instead of that, replace Pestilence with Blood Boil directly, as you don't need Pestilence to spread any disease since you use Glyph of Howling Blast to infect all of your targets with Frost Fever. Also remember that Blood of the North says 'the Blood Rune will become a Death Rune
when it activates
'. So you wouldn't be able to use that cycle anyway.
So bottom line is,
multiple target tanking
:
DnD > HB > BB + Frost Strikes & Rune Strikes
. While you are busy smashing faces with Frost and Rune Strikes left and right, your HB CD should be up, and you can use it once again in case some mob decides to go astray. For multiple target tanking, you shouldn't have to use Obliterate, as the single target threat is boosted by melee swings, Rune and Frost Strikes. Howling Blasts are much better, as they hit the same (or harder even) as Obliterate and, more important, they hit ALL targets.
For
single target tanking
(aka bosses), you use
HB > OB > BS x 2 + Frost & Rune Strikes
.
For your tanking style, the
glyphs of choice are Howling Blast, Frost Strike and Unbreakable Armor
.

my testing on the ptr supports aadra's rotations. there wasn't a massive difference in the threat/damage but the greater simplicity sealed the deal for me.
...besides it was a lot of fun somehow ^^ i don't know why but IT+PS just aren't fun...

i actually take HB, frost strike and oblit. UA is incredibly good already. i don't need UA to be better. it would be great if i had more time spent under UA but it does it's job very well without the glyph.
after saying how strong frost's aoe is and how important single target threat is it's ridiculous to go on to say you'd drop GoFS for GoDnD.
i have no problem with your condescending attitude if you present some evidence to back up your idea that IT+PS is significantly better than the alternative but until then you don't get to be patronising for free. earn it or ditch the attitude.

Id suggest that for every pull including single target you always start with D&D. It has a higher threat generation rate than anything else even unglyphed. Plus other abilities like HB/OB can miss, which if happened at the start of the fight could be detrimental. While D&D can also miss, it ticks each second for 10 seconds (11 ticks in all) so even if one of them did miss, your still generating massive threat over 10 seconds guaranteeing that nothing peels off of you before you can get diseases up and your rotation moving.

If YOU don't want to believe me then YOU can go take your glyph and have fun with it, but I suggest you go compare my rotation to these silly half disease rotations before you go talking yourself like your smarter than me. If you don't want to do the work testing this stuff then don't @#$%^ at people who have.
here's the problem. disdain does not make what you say true. i've not said anything in this thread or others to make you think that i'm suggesting i'm smarter than you so that complex is all yours. what i have said is that i have tested both rotations and found little difference in their damage output but a noticeable difference in the ease and fun of playing. if all else is equal then i'm happy playing the one that's the most fun to me.
now, i will be the first to say that my testing only went as far as satisfying myself. i spent maybe 7-10 hours tops on the ptr testing this stuff over the full course of the ptr phase. in no way would it stand up to scrutiny in an EJ sort of way. however, i'm happy enough that what i saw in those hours of testing led my to my current beliefs.

just ran few heroics.
first constation, D&D is still necessary to keep aoe threat, it's even more required then it was before
rime also seems to proc way less then before
on the bright sight, my single target dps and threat seems to have gone up, so guess i'll just have to take 2 builds, one for single target and one for aoe (which i'm afraid won't be frost :( ) and runic power generation seems through the roof, compared with before (without bos that is)

when aoe starts slowly i might start with D&D>it>ps>pest when tab targeting through mobs, i should be able to keep blood plague (?) up for whole pull which is a bit of extra threat and this way ice fever is up from start.
might change build a bit to incorperate morbidity, but more likely i'll just make other build for aoe and take that one when ot'ing and take frost one when mt'ing
ps. could someone do me a favour and test if they end up with 2 death runes whole the time using it>hb>(ob if hb was free bc of rime)>ob>pest i know it shouldn't, but i'm still ending up with 2 deathrunes if i use that rotation
only end up with 1 when using it>ob>ob>bs which is rather odd
never mind that favour, tested it and some friends aswell, pest is changing all blood runes in death runes. at least when there are 2+ target, only changes 1 blood rune to death rune if it is single target

i also found aoe ability to be increased. i'd been looking a lot at blood specs and found a BB spam spec which would be great for trash tanking but when i switched back to my single target frost spec (this is how i was planning to go with dual spec when i was testing on the ptr) the frost spec did ust as well on AoE.

3/3 in morbidity might be too much but that's more up for debate than the rest of these points which, generally, are not.

regarding to rime that is my ideas aswell, but so far i've seen it significantly proc less, could just be bad luck aswell, after all only ran 2 hc's, but more time this weekend to test.
regarding aoe. frost still fine when you use D&D. i mainly had hoped to be able to leave it out, but that clearly isn't an option.
though aoe threat does seem to have dropped, where i could hold threat just aoeing on mobs beeing single targeted by modest dps, without ever targeting the mob, now they had a tendency to break lose at the end. but that could be explained by the fact that my previous build, both had morbidity and glyph of D&D where now i have none.
like said b4 i do plan on making a single target tanking build and aoe one, so it isn't really a biggie if aoe threat went down
regarding to lichborne, at one point i have all talents i want, but still lacking one point to advance in frost tree. don't think lichborne is a bad choice there when you plan on using that build in situations where you often don't have tremor totem down

well, it applies frost fever to all your targets. on single targets this saves a frost rune on aoe packs it saves a frost and blood rune each rotation.
just to go back through my decision process on this one, i started by testing
IT > PS > OB/HB > BS > BS
with
IT > OB/HB > OB > BS (tapping a death rune the first time round)
and found that dropping plague strike didn't hurt. the extra OB, even without the added disease, made up for any loss.
after this i moved on to testing the HB glyph giving
HB > OB > BS > BS
> HB > OB > OB
and found it gave very similar dps.
as ever all the caveats of it being personal testing for my own satisfaction. it was far from cast iron and i'll be easily swayed by convincing arguments/evidence. however, i found it to give very good results.
