3.1 frost tank build?

only just got to 80 and i want to be a frost tank since trying it back when i was lvl58 and really enjoyed it. I changed spec to a blood spec to get through outlands and northrend quicker but kinda lost touch a little.

would the above spec be suitable for frost tanking? if not, i would appreciate some constructive comments as to what would need changing in the build.

Get rid of 2 points in Icy Reach and Lichborne, those are rubbish for tanking come 3.1. Pick up Modbidity (DnD is absolutely fantastic for trash, I have it just for that). And the only reason you should forefit 2/2 Epidemic is because you've decided to get Glyph of Disease, if you haven't then pull points from Deathchill (which is garbage for threat, except for the insta-crit Howling Blast on trash) and maybe 2h spec and put them in Epidemic.

Edit: maybe not Deathchill due to too little points, maybe another from 2h spec?

Come 3.1.0, i'm rolling with: http://ptr.wowhead.com/?talent=j0EZhxx0AbIoc0iost0gh... once the guild picks up some Enh Shamans at least. And perhaps i'll ditch Epidemic (Glyphing Disease) if the extra Blood Strike every now and again turns out to be worse than 2h spec.
