with a resto shammy you almost certainly want a deep aff spec (probably 54/17). 0/55/16 and 0/17/54 are two of my other personal favourites, but less suited to your combination.

I roll with a Resto Druid, but it doesn't work out too well due to problems on both of our ends. Preferably, I would be rolling with a Disco priest ATM... They are so OP it isn't funny.
As for talents, you really have 2 choices for competitive arena:
3/17/51
or an Affliction build
>51/14(17)/0
.
Affliction would probably be better for 3s and 5s (more damage output overall, don't have to tunnel vision targets, etc), while I would personally run Destro for 2s (more burst, more micro-control).
I use Destro for both 2s and 3s, but that is just me.
Unless your partner is a Priest or Paladin, you should always, ALWAYS use the Felhunter. Devour Magic can dispel the majority of crowd controls (ALL paladin CC, can devour fear, polymorph etc) and Spell Lock is great for shutting down healers (most healing classes only use one school of magic). He is also fairly sturdy.
Succi is another "choice", but she is very squishy and would require alot of attention to keep alive (and can be bursted down faster than you can say "health funnel").
TL;DR: Ideal setup is 3/17/51 rolling with a Disco priest.
