The 2H Frost dps spec still works, just it will do lower dps than either Blood or Unholy. Frost tanking with 2H is still very good (maybe the best for heroics).

The simple and sad answer is yes. For DPS purposes it's far behind every single tree including DW Frost. For tanking purposes it's still viable, but Blood is the best for MT purposes unless you are really skilled with your Cooldown usage as Frost.
