i dunno about at 29 but frost kicks the crap out of fire anyday at lvl 70 for pvp... making a spec 4 u now...

If you like big crits, go frost, with shatter, you'll be critting like a madman, plus you get some added utility.

I've played as a mage for some time now, and i'd normally say go for fire below 40. Now that the new talents in frost came with 2.3.2 i'm not so sure.

Using this build i'd scorch like mad, which would also proc impact a lot. When fighting melee, you would normally get a few stacks of improved scorch up before they reach you, and even a full stack depending on impact procs. Follow up with a fireblast and kite with frost nova and frostbolt rank 1 to get in a few scorches and a new fireblast... If the target is heavily twinked it will most likely still be alive, so just blink or w/e is best in the given situation and continue deal out dmg. Abusing LoS while fighting hunters is also a good idea..

Since frost got shatter this early on i would focus on critts instead of dmg enhancing talents. Thats why i spent points in the shatter, frostbite and icy veins talents.
For the fighting it self i'm not sure how i would do this.. Maybe spam rank 1 frostbolts to trigger shatter and throw in a rank 5 frostbolt for the big crit..
Frost nove and cast IV + frostbolt for maybe as much as 3 casts before frost nova breaks, which in that time might have also triggered frostbite considering the increased chance due to IV.

Well...i guess it's something new to play around with...trial and error untill you get it right.

I'd probably still go for fire, though i'd be scared of skilled frost mages.

For any of the builds i'd stack up on as much sta as possible as pri 1.
For fire i'd stack up on fire/spell dmg after the sta was where i'd want it to be (at the very least 1500 HP).
As for frost, after the HP was high enough, i'd go for the few crit items that are around.

I'm not saying these items are imba, but they are the only items (i know of atm) with spell crit at this lvl.
There might be some quest rewards that can be obtained at the late 20ies, which would require help from a highlvl char but that up to you to find out.

Though i'd say after ding 29 it's a bit late to want to twink out the char. Mainly because you'd want items that would require some exp gain to be fully optimized.

All in all i wish you good luck!

Edit: Also worth noting..the inferno robe http://www.wowhead.com/?item=2231 is lvl 40 meaning you could have 150 HP enchant on it, though this can only be obtained by horde. A great lvl 19 twink item!

Edit again: http://www.wowhead.com/?item=6806 is the best possible wand for any caster at this lvl. Horde only though..
