Just to add something to Caribou's wonderful dissertation, but you did not mention Combustion, which is fire's answer to Frost's WE burst. It's not a straight damage boost in the strictest sense, but it does help fire pull ahead. Also the stupid, stupid Molten Fury.
Also, Arcane beats the ass off the other 2 specs.
Just give us a 4 minute or less fight :P

I have never really tried arcane so i cant say, but i hear from very many people that arcane suks mana very badly.
Oh, it does. Arcane's main spell, Arcane Blast, costs a lot of mana. On the other hand, it also does a huge amount of damage in a short amount of time. The trick is to manage your mana regen so that you can spam AB as long as possible.

Also, this is a little mechanics that not many people know about. I only found out about it from the ElitistJerk forums.
Frostbolt gets resisted a lot less than Fireball, due to it being a binary spell.
It adds up.

I'll let Oscar or someone else more familiar with frost to answer that, but I'll say that that little blue dude can pump out a lot of hurt in 45 seconds.
Of course, this is only if you can get it to stay alive for the full duration. Which I can't. I suck at frost. :(

Anyone have experience with the pet? How does it do? Have you tested it on regular mobs when soloing? And how is it on raid mobs compared to regular 5-man instance mobs?
That thing better be pumping out some semi-serious damage, or else I just might stick with the hybrid Arcane / Frost talents I posted above. Seems like a good mix of nice mana regen (with Mage Armor up, of course, for a total of 60% mana regen while casting), max mana, and damage output; a 4 second Silence ability, more armor, Ice Barrier, 15% mana reduction of frost spells, etc.
If the pet isn't anything to "write home about," then I'm most likely going to try the talent spec. I posted above. The Mage I have is lvl 55 or so (I left WoW 2+ years ago and am coming back, but rusty memory), and was going mostly frost back then. Guess I might change my mind this time... unless Blizzard makes the pet, as I said above, last much longer (or perma, until it dies).
REGARDING Raid Bosses:
Alright, so pet usage and how to maximize your damage with your pet... I'm kinda just making this up as I go along, bear with me. ;-) I play Deep-Frost-Meditation Spec (18/0/43)
So Rule #1 is time it right. This is by FAR the most important rule. Dead pets do zero DPS! In order to maximize your pet's damage and YOUR damage output for those precious seconds, you MUST pop your spell damage trinket, your Icy Veins, and your elemental at the same time. Make SURE your elemental benefits from your bonus spell damage trinket when he goes up. If your pet dies, you just gimped yourself something FIERCE. I will pretty much ALWAYS pop a trinket any time I'm popping my Icy Veins, it just makes sense. During this duration, my pets water bolts will hit the boss for around 1000 give or take and crit for around 1800. Along with my frost bolt spam, we're talking about an INSANE amount of damage. If I start out a fight with everything popped, my DPS is something like 1800-2000 for the start of the fight only, this obviously scales back down throughout the fight and averages me around 1200ish DPS in a fight.. This is the push I'm talking about.
So Rule #2 make use of your Cold Snap cooldown when you can and TIME it right. Let's take a fight like Lurker, something simple I'm sure we're all familiar with. Lurker spouts. Lucky for us, your pet is frost immune and Spout won't affect him at all, so he can continue to Pew Pew even if you're jumping in the water, but don't pop your cold snap just before he spouts, you're just wasting your precious time. Do it when you know you'll have a good run of DPS going for you. Another example is a fight like Mag where he'll bounce you around. It's not so predictable, but after he does it, I always pop all my junk including elemental, etc.
Rule #3 Get as many uses of Mr. WE as you can. Mr WE is an incredibly important part of a Deep Frost mages DPS. I will use him as many as 5 or even 6 times during a fight depending. Assuming my tank is producing good aggro, my usual cycle is:
Trinket + Icy Veins, WE
pew pew pew, WE Despawns
COLD SNAP, OTHER Trinket + IV, WE
pew pew pew
pew pew pew
WE comes off of CD, so Trinket + IV, WE
pew pew pew
pew pew pew
Cold Snap comes off of CD, WE Cooldown still half or partially up, wait on WE cooldown then
Trinket + IV, WE
pew pew pew
COLD SNAP, OTHER Trinket + IV, WE
pew pew pew pew
Squeeze in another WE run if you haven't squashed the boss yet...
WIN!!!!
So this cycle DOES assume that you have two spell damage trinkets. I know tons of you out there are alchemists, etc... This works for me.
In regular PVE, the Elemental is OBSCENELY AWESOME. He'll bust the crap out of stuff, give you an awesome ranged nova, and be freakin' great for just beatin' junk up. Did I mention, he beats stuff up? I usually find that by the time he dies, everything within visual range is pretty much just dead corpses. Mr. WE is perfect for AOE grinding. Gives you that extra nova for more control and he'll focus fire down individuals at an alarming rate. Best part is, he's ranged and he's DIESEL. I sometimes let him tank for me or throw him after a few mobs while I drink. In 5 man instances, he's fantastic too. Just look at how much damage he does, I don't think it's really a question for a frost mage on whether or not to keep Mr. WE. It's an imperative.
Oh, as far as Blizzard making WE a more permanent pet, don't think that'll EVER happen for two reasons:
1) As more permanent pet, Blizz would HAVE to nerf the WE damage, it's just too high. If they DID keep it the same, Frost mages would become the undisputed DPS dealers if they played right. 5k Frost Bolt followed by a 1.8k Water bolt crit? Too much to ask for... It's MEANT to be used as a burst damage dealer.
2) The Warlocks would QQ and we know Blizz favors them. ;-)

When spec'ed with Elemental Precision, Spell hit cap is normally 164 but with Frost ghost hit the hit cap can be as low as 126. I'm still not entirely sure how the "Ghost Hit" works in practice aside from increasing your hit rating passively, but Frost mages everywhere work with 126 hit and do perfectly fine. I've kept a hit cap of 164 personally for the one day that it gets fixed. Never know when it's gonna happen...
