Rotations are usually for max level. You're just not gonna see the effectiveness at 60. :)

Arcane Blast will place a debuff on you called Arcane Charge, which increases the damage of your Arcane Spells, and the cost of Arcane Blast.
So yes, the more Arcane Blast you cast, the more damage you will do with it. Also note that the more you cast it, the more expensive it will be.

And for current live patch. PTR seems to be changing everything.
By "everything" I mean Arcane and Frost, Fire will continue broken and useless. Damn you Blizzard.

Blizzard seems to think fire is fine under WOL.

If by WOL you mean World of Logs, you have to be careful, since (as far as I know) those numbers are for people before the hotfix (or "hotbreak").
I don't know how used to checking WOL you are, but I have been checking it pretty much weekly. From what I have seen is that in the begining of MoP the Heroics versions of the DPS rankings were empty, which is pretty normal, since no one was really doing those fights with any ease or mastery. So the top numbers on the Normal were all fire mages, and the Heroics were blank.
Now, there is a lot more guilds "farming" heroic raids, and if you see, the Normal rankings are still form the Fire mages BEFORE the hotfix, while all the Heroic fights (which are much more recent) have no Fire mages at all in the top ranks.
I'm looking into ToES right now, and for the 10 man heroic there isn't a SINGLE fire mage. Same goes for 25 man heroic.
Sad, so sad.

You don't actually look at the logs one by one manually in WOL though. Raidbots collects all the logs and present them in a graphs and tables

On the other hand, in 25 normals, Fire is a lower, somewhere around the middle.
This could suggest that you'd either need better gear to do great dps as fire, or that you'd need better skill (assuming that people doing Heroic has higher skill than those doing normal)'
None of these shows that Fire is broken or useless. :)

You are correct when you say that Fire needs higher ilvl to be effective; however, I still believe it is nowhere near Arcane spec (or other pure DPS class/spec).
I have run many, many, many, simulations with Simulcraft, ranging from pure Patchwerk to Helter Skelter styles (going through Light and Heavy Movement ones as well), with ilvls from 460 to up to 510. What I have learned is that the gap decreases as the ilvl gets higher, but there is no overlap; in other words, Fire doesn't become better than Arcane in any scenario.
And the other problem with the RNG nature of Fire is that if in one, single, event, a heroic-geared Fire mage gets lucky and pyroblasts the hell out of that fight, it will then score very high, but it's a one in a lifetime occurrence.
What I know for a fact: when I had ilvl around 480 (properly following the soft and hard caps and correct stat priorization) my Fire dps was awesome before the hotfix. Next day, after the hotfix, my DPS went down roughly 30%. On the same fights I was used to do (LFR - HoF). I even went to the extent of getting the Weak Auras Add-on and spend a whole afternoon setting it up so I could see the procs and not risk missing a single one. I started to compare my Recount data (post battle), checking the number of Pyroblasts! per fight and the damage from Combustion against pre-hotfix numbers, and it was very clear to me that the amount of pyros went down a lot (I was getting about 50% of what I used to) and my Combustion, which used to tick for 50k+ damage wasn't doing more than 19k, so it went down about 62%.
Even with the decrease in the gap as ilvls go up, it's still a problem: so people should not be able to level as Fire (% crit chance on lower ilvl is terrible, specially as your levels go up, since gear % doesn't keep up throughout all the level ranges).
For me the solution is pretty simple: go back to what it was before the hotfix, and nerf like
this
:
- Critical Mass: employ a diminishing returns system for the instant Pyros!, so that the 1.5 bonus goes down as you get more Pyros!. That way, a lot of people will get 1, 2 instant pyros (which is the whole fun part of the Fire Spec), but high numbers of chained instant Pyros! will not occur (thus not becoming an OP mechanic)
- Combustion: employ a damaging mechanics much like some of the warlock's DoTs, in which the damage goes up every tick, starting lower. This will prevent Combustion from becoming OP in PvP situations, reducing short-term damage (not exactly burst, but still short-term).
- Reduce Pyro! crit damage by ~5%
I believe these are much better adjustments than what Blizzard had done. I really don't think that spending days on the PTR, adjusting a spec, and than suddenly applying a hotfix overnight is the way to go.

FWIW, SimulationCraft does not accurately reflect live gameplay, else Frost would be at the top of the charts. ;)
