i think i missed the literature on this but what did Blizz say concerning flight on Panderia when we first enter it?

You will be unable to fly until Level 90 at which point you will buy a flight license.

I'm just waiting to get a good laugh at the lame excuse they have for this. What, too much "mist" to be flyable? And that costs us... oh, 2,5k gold. Yeah, sounds reasonable. /Sarcasm
I see their reason for doing it, though. Not sure I agree with it. I've heard too much talk that it is to "bring back World PvP"...which I suppose is nice on a PvP server. Not so much for us Non-PvPers. The scenario is only nice the first time we see it. After having run forth and back 5 times, it is going to get old.
I hope they make a new version of the BoA Cold Weather Flying for level 90s. Running through those zones is only fun once, and if people still find it worth doing, they are still free to do it. Everyone wins.

If you aren't on a PVP server, why should that matter? Also, there are lot of flight points all over the place in Pandaria, so it's not a huge problem with moving on the ground.

They probably will, but not for a while; there isn't one in Beta at the moment.

Yeah, congratulations, welcome to RPGs in general. The entire game is one big spreadsheet covered up with very thin RP. I am glad they at least make an effort to add RP elements on top of design decisions.
Sorry you killed that boss yesterday, you must wait 4day 3hr 39 minutes to kill him again. And somehow you think needing training to see through mist is so outrageous?

Sorry but I had to point this out, its PANDARIA.
=S First people say "Duel-wield" and "Duel-spec" (Rather than Dual-wield and Dual-spec) and Rouges, now, its Panderan and Panderia.............
Yes yes I know, typos happen, I just try to prevent them from happening again.
As for your question, yes, you need to pay for a new tier of flight training to fly on Pandaria, and its only available at lvl 90.
No doubt this will be reversed when this expansion is about to end (just as how on WOTLK they changed the level needed to fly on Northrend all the way down to 68 way later) but at the start, they want you to SEE the world they made rather than fly through it.
