No.
I always kept my characters in Outland for as long as possible, as I love the entire area. But I never froze my XP.
And you forgot the Netherwing Dailies; aka the greatest dailies in the game.

I love Outlands...but I'd never stop my exp for there; once you get the dailies and Loremaster out of the way, it's boring as sin in that location. If you are going to grind endlessly, do it at max level, where at least you can pull every single mob in the BC dungeons and see if you can kill them all before they kill you.

And tbh I'd prefer to stop exp by having a second account at BC level.

Yeah but to me there's no challenge in that. It's partly why i want to stay at 70 so there's still some feel of challenge while I do everything. Although, I am in FULL heirloom gear (minus the ring from the fishing derby).
If you are in full heirloom gear; why stop at all. I mean really, if you are going to try to do the content at level, it should be in the gear they provided for you at that point in time.
I also find a lot of challenge in testing my own limits while soloing things; recently figured out a way to do some great mass grinding in Skettis, that involved pulling all of the mobs on both platforms and right below the bridge in the first area while using the Skyguard potion that lets you see the invisible mobs. I had a blast trying to kill them all before I lost too much health.
