Yes, get a Beta pass. You can either win one from somewhere that is giving them away or you can try to opt in. Wowhead just finished a contest where you could win one, they may be doing more later on. I know several other places were giving them away as well.

Also note that the PTR for 5.0.1 will start soon, it will likely have everything that the Beta has, except Pandaria and playable Pandaren, but it will have the new talent system and other class changes.

It's important to note that if your WoW account is on the beta you will not have access to the 5.0 PTR. So not being on the beta might be a boon in disguise for some people.I doubt there will be features on the PTR that are not in the Beta. If there are pre-expansion events on the PTR, they can easily enable those for the Beta, too - unlike Cata, there are hardly any changes to 'old' Azeroth besides some Pandaren/Monk NPCs.
I think like 2.0 and 3.0, the 5.0 patch will already make your client ready for Mists, with only very minor patches inbetween.

All you get in 5.0 is the new talents and abilities; there won't be anything else that is currently on the Beta: It's not the same thing.

All you get in 5.0 is the new talents and abilities; there won't be anything else that is currently on the Beta: It's not the same thing.
You will only get the new talents and abilities. No leveling to 90, no Pandaria to explore, no leveling professions to the new max, no new dungeons or raids, no Pandarens or monks, nothing that is on the beta except for the new talents and abilities.

Since there are changes to existing classes at already-existing levels, you will be able to relearn how to play your class with the new changes (as much as may be necessary for your class). For example, since as of this time, they are removing Pulverize and severely nerfing Frenzied Regeneration, as well as changing Growl from an AOE taunt to a single-target taunt, it will have an effect on Druid tanking. You don't need to be level 90 to do any of that. My main is a Druid, so I have focused on that, but I'm sure each class has its share of changes to contend with.
Also consider that Prime Glyphs are being removed, which affects characters as low as level 25, and the talent system is undergoing a complete overhaul again (which starts at level 10), even more drastic than the last time (I'm not a fan of it personally, although I will say it did have the effect of including in the base spells some of those abilities previously added by Prime Glyphs or by spending talent points). Overall, most MInor Glyphs are still worthless in my opinion, although there are more useful ones than previously. From what I've seen, the Monks have the single best Minor Glyph,
Charred Glyph
Zen Flight, since it gives instant flight form (if not at 310 speed), but you can fish while flying, or even get on your mount while using Zen Flight since it appears you are standing on solid air.
I'm going on, but my point is, there's a lot more to Mists of Pandaria than levels 86-90 and the continent of Pandaria. If you get the chance to get used to the changes to the parts you're already playing -- before having to get into Pandaria itself -- I think you'll end up ahead.
