Because Ret is the DPS spec of the class. Prot is used for tanking, they're meant to take damage not deal it. Holy is the healer spec, they are meant to heal others.
And that list is pretty much only for end game. While leveling Prot can do some good damage, as well as using their stuns and such to keep a target there and kill them. Holy can also deal some damage with Holy Shock and Exorcism, if they have the right gear.

At that level
(meaning the low level you are at)
it doesn't matter. Hell, you can spec holy and exorcism spam people to the top of the meters.
That is what it means. In those low level brackets you can spec Holy and still do moderate amount of damage, I know I was able to on my Paladin. Even in those lower levels you can spec prot and still own many people.
It isn't until 75-80+ that it really starts to matter what you play.
Also, no need to post multiple topics asking the same question. You has this one topic which is good enough. If you wish to know more about the different specs, there are guides on Wowhead you can use that will answer your questions.

Ok thx does anyone have any tactics for a ret pal for warsong gulch.
Besides recommending against it, I would try to get as close to the target without them noticing, opening up with Judgement if possible and trying to stick in melee range of the target while using Crusader Strike/Templar's Verdict (and Judgement if they run out of range). Once you get Hammer of Justice, throw that in too (although I would try to judge how threatening/important the target is before throwing it out - i.e. it's important to stun a flag carrier) to help secure a kill.
Sadly it really isn't much more complex than that until later levels.
