i know most people want to be in a high lvl if not a full blown lvl 25 guild. i find myself having the hardest time to recruit to my guild. its small but everyone started somewhere right? if this is the wrong area for this post then my bad. does anyone have any decent pointers on WTF i can do to be a bit more successful at recruiting and having people join my guild? thx =)

Offer perks to offset the low level of the guild - cover repairs for guildmates, extensive guild bank selection, etc. Of course, you'll still want new guildmates to be on a probationary period (2 weeks or so) to ensure they're not going to steal things & bail, but even for those people, a small amount of guild funds can cover their repair bill.
Another thought is to actively run guild instances - not only will this foster a community feeling within the guild, but it will boost the guild level faster than if everyone ran alone. Further encourage people to participate in these runs by offering rewards or promotions to those who are involved in a predetermined number of runs.
Lastly, don't close off the guild to fit only a certain subsection of players (ie. no minimum level requirement to join or hardcore raiders only). Let leveling players as well as PvE and PvP join, and once the guild membership is higher and the guild level is higher, you can reassign the direction of the guild as you see fit.

To answer your question...yes its hard...very, very hard.
You can just about forget about recruiting max level players, unless you have a core raid team that is reasonably progressed (8/8 normal DS is pretty much the norm at this point....you had at least be 6/8 to even be considered "progressing" at this point)
So you are left with alts of higher level players, or new players to the game. Some people like to level alts in other guilds than their main's, just to expand their friend base. But many of them will stick to their main guild to be able to run with existing friends.
And new players are not as plentiful as they once were, and it doesnt take long for them to figure out the guild rank system, and to a new guy "bigger HAS to be better....right?" So they will be inclined to go to level 25 guilds, regardless of if that guild will do anything else for them.
As for tips...I hope you have a base of friends already on your server. Thats really about the only way to get a guild off the ground these days. You have to have some way to populate the guild from within your existing friends. When you do get a new recruit, the worst thing that can happen is they join the guild, and 30 minutes later they are the only one online.
I wish ya luck, but dont be to disappointed if it never takes off. Blizz pretty much killed new guilds with the guild level system. It was hard before, its nearly impossible now.
Players are very fickle about what a guild offers them, and it has to offer it "right freakin' now!" About the middle of Firelands, a group of us broke from our guild because of some drama. We had 8 core raiders. We were able to have a good first week run, and recruited a few new players. Our 2nd week in, our raid leader had some personal issue come up, and we skipped a raid night. One night. The plan was to run on our normally scheduled 2nd night as far as possible. In less than 3 days, we had lost all but 4 members of the guild. Its crazy, but its the way paople are.

yea i honestly don't foresee filling the ranks to quickly lol. blizz did a hell of a number on building guilds due to the lvl system. i'm not worried in the slightest bit about the guild not being 25 yet, lol EVERYONE started at lvl 1. my guild is casual laid back and helpful. we do quests dungeon runs and achievements. don't have enough people at the right lvls to do any raids but when i get more people if they want to raid then we will. its basically a guild for people who want to play the game for the sake of just playing the game and having fun. theres no lvl or class requirement and theres no gaming experience required to join either, if someone has never played WoW before then hells bells join in on the fun and we'll teach the ropes the fun way lol =) thank you everyone i super appreciate all the advice. both my guilds are will hopefully grow in numbers as time goes on. thanx again all =) much appreciated
