Vote out of date working?

Is the system for initiating votes to mark a comment as out of date working? I've marked a bunch of comments of late, but they persist. It's possible that all of them were decided to be bad suggestions, but my progress on
Clean-up Legend
hasn't moved down either. If the system has changed, is there any documentation of its current state?
Confusing info:
Clean-up Legend
indicates that votes need to be "approved by a moderator."
Website Achievements
says the same thing.
Website Reputation
lists, Under Site Privileges, "Delete out-of-date comments - 3,000 reputation."
Privileges
doesn't have such a privilege listed anymore.
Privilege 6
doesn't exist anymore.
A blue post in the forums
says "VtD is gone and you can now archive comments instead of delete."
Wowhead News
doesn't seem to have any stories on the topic.

Fixed a good while ago, wowhead and the official armory show all four stats for the new suffixes.

Those guys are now listed under dropped by, and anyway it's a world drop.
The database is clearly getting the message that I marked these comments, because if i try to mark them again I get:
"Error: user already marked comment as out of date."

They don't get deleted anymore. They just get minimized and if someone wants to read what it says all they have to do is click on it and it will show it.
I thought about asking about this site achievement as well since you can't really complete it anymore since they don't actually delete them.
Take
Merlin's Robe
for example. You see the last comment on the page? Well it being like that shows that it was voted on, but it doesn't get deleted. And since they don't delete them the system doesn't detect that and give you progress for the achievement. Now if they changed it to where it was given for voting to archive the comment.

Here's a list of changes being implemented that Ashelia and I discussed:
Comments at -4 or or lower will appear at the end of the list and will be collapsed by default.
Comments now start at one reputation. All comments will be upvoted by one to account for this change.
Moderator warnings will result in a -150 reputation.
Moderator suspensions will result in a -250 reputation.
Instead of "Vote to Delete" there will be a "Flag as out of date" button that, after xxx user clicks, will put a comment into a moderation queue. Out of date comments will be listed after positive comments and before negative comments. These will be marked as "Archived" for historical purposes.
Deleted comments will show below negative comments.
Reporting for "Out of Date" will be removed.
Downvotes no longer remove reputation.
There will be three new achievements tied to flagging out of date comments where you can earn points for having a moderator react on comments you have flagged.
from what i understood, if a comment is flagged as out of date by multiple users it gets sent to the moderation queue for possible deletion which is what would increment towards the achievement. it was definitely too easy to get under the old system.

Vote to Delete
So last week we killed VtD. It's been about a week into our new system which Spiffy and I designed, and we'd like to know what you guys think!
In short, you can mark comments out of date as a user--they become out of date and turn yellow then, signifying archival, instead of deletion. Comments with more than -5 downvotes and deleted comments are collapsed, so they don't take up space. We also removed reputation loss for downvotes, so people can't be trolled unfairly.

The Vote to Delete got updated a while ago.
Now the Vote to Delete has been renamed to Out of Date, it means that you mark a comment as out of date, and a moderator needs to accept the out of date comment that the user reported or decline it if it's not out of date.

So the deal is, if two people click OoD for a comment then it comes through to a special queue for us and if we accept the report then the comment turns yellow (to show it's archived) and collapses (so you have to specifically click it to see the comment).
There's no indication that a comment has one vote on it already and this is by design. Being one of the two people that voted and then having that vote get accepted by a moderator increments your achievement.
This feature is most useful for those times when you see a high rated comment that is no longer factual due to a change to the game since the comment was made. We
really
appreciate OoD votes on old, misleading green comments.

Some documentation in
the help pages
may or may not be warranted, depending upon how close to the vest you want to play things.

should be consistent, whether or not there's a rep requirement for clicking "Out of Date." If there is a requirement, the ensuing Privilege page would presumably be all the documentation needed.

You're quite right about consistency. Apologies for promoting misunderstandings in those articles, I'll look into firming up those details today.
