Have you tried talking with BS trainers in the capitol cities? I found when leveling alts that trainers outside the cities (IF, Org, etc) had lower training caps.
The list of trainers who should be able to teach you the next rank of BS is here:
Blacksmithing
. Make sure you have the "Available" items checked in the dropdown menu at the trainer.
It looks like you can bring items you bought but didn't craft, if you just want to complete the quest (btw, the quest is marked obsolete, how are you doing it?).

Maybe my copy of the profession permissions has a glitch?
I would hazard a guess that he is not playing on a live server, nudge nudge, wink wink.
