I haven't seen many locks spec'd 20/0/41.
I've used 17/0/44 quite a bit in PvP and even once in Kara and had marginal success with it, moreso than any other destro build I've tried. NF/Backlash is a potent combination, just toss on a corruption and commence to nuking. If you're taking physical dmg, backlash will certainly proc, as well as the occasional NF proc.... 2 insta-shadowbolts usually spells trouble for someone's health pool, even moreso if either or both happen to crit.
Since the SL/SL craze, I've not spec'd into destruction much at all. It's usually either 24/37/0 or 43/7/11. I'd be interested in more destro testing post 2.3

There is always the possibility that I am not playing my DOT's and SB spams as well as should. :(((((
DoTimer can help greatly with that, as can some study at Elitist Jerks for the spell rotation. (UA, Corr, CoA, Siphon Life, Immolate - yes, it's worth the mana cost even if you're heavy into shadow - SBx2, and start refreshing.) Hint: do not EVER refresh a dot - especially not CoD or CoA, until the last tick has gone by. It really hurts with those two because of the time-delay with CoD, and because the last three or so ticks of CoA are the most powerful for that spell. For UA and Imm, it's ok to start casting it before that last tick, as long as it doesn't actually land until after: there's about three seconds delay in there before the fresh dot actually starts ticking and you'll get the full duration from the previous that way. Minimal downtime on the dots, though, and DoTimer will track that for you.
For PvE raiding, unless you're on a specific curse duty, CoD will always outdamage CoA. You'll start running into trouble with D getting knocked off if your raid is heavy on dotters and the debuff slots are always full, but if it doesn't get knocked off it will outdamage (and out-dps) CoA every time.
