I remember dealing with this issue when DKs came out. My main server already had 10...so I switched one of my lesser played toons to a server that one of my kids plays on. While I was at it, I went ahead and did a race/faction change (DD prefers Alliance). I actually ended up playing the 'new' toon more afterwards as she had a different feel. I am not a hard-core raider or leveler. My entertainment and personal-interests are primary in all my decisions. I've starting *thinking* about the upcoming changes, though.
I don't think I'll bother with actually emptying a slot out this early. By MoP, I expect to have more alts finished. A finished toon has different interests on other servers, so better to wait for action (IMO and for my way of playing. YMMV.) No sense in plunking down cash for a transfer until I'm reasonably sure it's a smart move.
Depending on what is happening on my main server at that time, I may decide to create my first Panda on a different server. I may level it there and bring it into my main server as an end-level toon rather than a leveling-lowbie. I have toons on enough servers to feed the Panda materials/equipment to aid leveling. I won't empty the slot unless it seems likely that I actually want the new toon as a working part of my 'main 10' (or main 11 if Blizz bumps the number of characters per server). Leveling and questing companions are usually different than raiding ones IME.
Will be interesting to see what shuffling/plans other players have.
(Note: I have Real ID setup for most of the people I play regularly with, so I'm not missing my 'social fix' when I'm playing on my non-main servers. Some players may not want the isolation of a different server if they have no company there.)

You may have a point there, about making a monk/Pandaren on a different server. When I play off my main server I am much more relaxed about my play, and tend to enjoy it more. It almost feels like when I was levelling up my very first character, and wouldn't that be a nice way to experience a new class or race.

I have ten 85's on the Alliance side already, and since I doubt Blizz will open up an 11th slot (at least free of charge), I will have to create it on a different realm where I have a few Horde 85's.
And yes, my ten Alliance 85s were moved from a different realm and were originally Horde. But that specific realm was nasty and was worth the $$$ to get them out.
