Make sure the client has detected your wow installation folder(s) correctly.
Click Tools -> Options, and make sure the
Wow Folders
section is correct.

Same as above. As of about two days ago, the client updated and now every time I open it it updates 4 files. All uploads also fail. I'm using Norton AV though instead of AVG.

It does appear to be an issue with the Operation: Gnomeregan and Zalazane's Fall quests. I'm having the same issue and if you open up the quest list in the top box, the OG quests have a level of -1 rather than 1-80(?) like all the other quests listed. Perhaps that's part of the issue?
Edit: The Darkmoon Faire and the Honor/Desecrate the Fires are also -1 so maybe not.

Apart from the always updating of the client and completed quest information getting uploaded despite the client claiming it failed I can this some extra information:
By temporarily moving the +Wowhead_Looter.lua files from my Savedvariables (I have two accounts connected to the same battle.net account) I could succesfully complete the upload of the 'Shared data cache'.
Moving the var-files back it failed again. I then unchecked 'Upload character data' which seemed to wipe the already collected account-files*. I checked it again and started logging in with my characters one by one, uploading after each to see if it was character related. I did /wl collect on each one. It worked fine when I logged in one by one, but then I got cocky and logged several with no uplad between it failed. I didn't take notes from the start but uploading account info where size was around 10k worked fine, but 20k did not, could there be a timeout around the wrong function?
I noted that the progress bar started moving later and later, my guess would be that it actually was processing data even if it looked like it had hung, then after it was done it updated the progress bar without actually doing anything.
* but only that one time, had to delete the file manually after that.

I think if you run WoW as admin it will solve your problems.
When files are saved in a "VirtualStore" folder, it means the application can't save the files to the "real" folder because it doesn't have high enough rights. This is how Windows prevents an "obscure" application from overwriting files. The problem is that the Wowhead Client try to read the files in the "real" WoW folder, not in the "VirtualStore" one.
Tell me if it works.
