NEVER.
Rune tap is not for tanking. not even for blood tanks as it adds so little Heals per sec and is poor burst healing.
No HB? No frost Strike? you are under cutting your self in threat.
Glyph of IBF is not for tanks. you should have more than the amount of defense rating to get the full 30% effect for IBF. the glyph dose not add any percentage of damage reduction if you have high defense

(plez do not use icy talents they are not the best for tanking. but if you have too. this would be the best way to go )

....I'm not going to even comment on the spec that the person that made this thread posted simply because there's nothing good about it...
So with that out of the way, the spec I'm probably going to run with as 2h come 3.3.3 will be something to the accord of
12/52/7
. DW will be something like
10/54/7
or taking the two points from EW and putting them into SoB depending on runic power generation. I'll probably change the UA glyph to something different but I don't know what yet. Still working on the details there. Btw if you're putting two points in CotG then I don't really see the point in putting points SoB. As things stand I typically have an insane amount of runic power generation but that may also be in addition to the fact that my guild has two druids healing typically in addition to a pally.
