Questions in the topic title.
Thinking it'd be pretty sweet threat if it did, coupled with Reduced CD on Hand of Reck, which I always loved.

I am not sure they stack additively (more times it is multiplicative) but they surely stack in some way.

Edit: hmmm just thought, it may actually be difficult to check as removing any pieces of gear would change HotR damage anyway, unless you have gear pieces with the exact same amount of strength to maintain base damage.
I'm betting that losing ~100 str isn't going to change your HotR damage by 10-15%.
If that's the case, you have bigger problems than T9 and T10 bonuses stacking.

Actually, 100 item Str = 230 AP unbuffed = 16.4 DPS = 65 HotR damage.
It's not 5% (being the test of whether it stacks), but it throws the calc into some doubt, unless you compensate for it.

It's still relatively easily done. HotR damage is fixed at 4x melee DPS, there shouldn't be any variation, providing that your AP stats don't vary.
1) Go to a target dummy with no set bonus. Take off any trinkets/librams that proc on hit.
2) Look at your character sheet under Melee DPS, find it out.
3) Hit the dummy with HotR and see whether it's 4x Melee DPS (i.e. whether your 10% from One Handed Weapon Spec, etc is factored in yet). Calculate the scaling difference.
4) Put on 2pc T10. Compare to (4x Melee DPS) * (1 + scaling) * (1 + 20%). You should still be getting the right number. If so, then you can do the next step:
5) Put on 2pc T9. Compare to (4x Melee DPS) * (1 + scaling) * (1 + 20%) * (1 + 5%). If you're getting the right number, then it's multiplicative. If you need to use (1 + 25%), then it's additive. If you're getting (1 + 20%), then they don't stack.
6) ?
7) I'll let you fill this out.
Edit: Random side thought. Haste improves HotR damage. *headdesk*
Unless HotR is based off un-hasted melee DPS. Which is possible too. *rubs head*
