I just briefly glanced over your armory, but this is what I saw:
The Glyph of Starfire is better than the Glyph of Starfall (at least until 3.3.3). Even after 3.3.3 drops you will want to drop either Glyph of Moonfire or Insect Swarm over Starfire.
You probably don't need those points in Dreamstate and Intensity.
You seem to be wearing a lot of your healing gear, which explains why your haste is so high but your crit is so low. Try to focus on getting your crit into the upper-900's while keeping your haste above 450 or so.

Also, remember that boomkins are currently a crippled spec due to their not being able to scale past haste soft cap and crit soft cap. If you wanna really be up there in the meters, go kitty.
What are you talking about? Crit and haste has less impact on your dps after soft caps, but they still add to it.

The usual:
You are just doing it wrong. Fixing gems and glyphs and stuff like that will of course help a little but it won't come even remotely close to make up for the huge cap in your damage done and the damage you are supposed to do.
Just watch this video:
http://www.youtube.com/watch?v=VgDjG_0ecTI
Watch it again. And again. And a forth time. You want to listen to that guy. Fix your keybinds, spam your keys, think ahead on potion/cooldown usage and all that. Plan your movement. Spam your keys!
And watch the video again.

Is boom your main of off spec? if it is your main spec then you need to pay the 250 gold and get that ring swapped out for the DPS ring. If this is not the case you can obviously ignore this :P
Gemming:
Red: 23SP
Yellow: 12SP/10haste (til 400 haste), 12SP/10crit (after 400 haste) Anything else is not worth gemming unless you really need hit at which point you choose 12SP/10hit.
Blue: 12SP/10spirit for 2 sockets and the rest goes to 23SP gems.
Move your gearing away from Spirit/Mp5 gear if you can. Mp5 is a complete waste of itemization and Spirit only has a mild benefit but nothing compared to equivalent itemization of crit or haste even post softcaps.
Chant your boots with Tuskar's.
Get the SP/Crit shoulder chant (assuming your main spec is Boom and those shoulders are not going to be used for anything else).
Move that point out of Dreamstate and into imp IS.
Move that point out of Intensity and into OkF/Brambles/Gale Winds.
Think about taking that point out of Typhoon and placing it into the same talent you moved the one from intensity into.
As Murakaz said you want StarFIRE not Starfall. in your glyphs.
Questions:
What is the rotation you use?
Is Boom your main spec or an offspec. If it is your main spec it appears that you are in the middle of swapping gear over.
Edit: That video Megavolt posted is very good and very very correct. VERY VERY correct.

Blue: 12SP/10spirit for 2 sockets and the rest goes to 23SP gems.
Unless you have more than two sockets that will give 7 SP (or is it 8?) or more for gemming a blue gem.

8SP per socket that would be blue. (only ever going to see in a head slot)
3SP per socket that would be yellow.

What about the 9 SP (usually) bonus from an item with a Red, Yellow and Blue socket? (Like, for instance,
this
or
these
.)
One of each, two reds and an orange, or three reds?

Taken from one of my posts in the Moonkin PvE 101 thread:
Gemming:
My napkin math states that as long as the socket bonus is 3SP or more per yellow gem socket in the gear and/or 8SP or more per blue socket it is worth gemming for the socket bonus. (Once past the 2 blues needed for meta and using epic gems)
red/yellow or yellow - must have a minimum of 3SP on the socket bonus
yellow/yellow - must have a minimum of 6SP on the socket bonus
red/blue or blue- must have a minimum of 8SP on the socket bonus (do not overlook due to the meta req's though)
yellow/blue - must have a minimum of 11SP on the socket bonus (do not overlook due to the meta req's)
blue/blue - must have a minimum of 16SP ont he socket bonus (do not overlook due to the meta req's)
If you need no Blue gems to activate the meta look at eh math this way:
9 SP - 8SP (blue) - 3SP(yellow) - 0SP (red) = -2SP
If you need for the meta then it very easily covers the difference.
If you had to rate a socket on a weight scale it would be like so:
Red = 23SP
Yellow = 20SP
Blue = 15SP
3 reds = 23 + 23 + 23 + 0 = 69
1 of each = 23 + 20 + 15 + 9 = 67
2 reds/yellow = 23 +23 +20 + 0 = 66

red/yellow or yellow - must have a minimum of 3SP on the socket bonusI didn't check recently but is this still true past haste+crit soft caps ?
Granted this isn't the case here, but 3 seems a bit low for those who are.

Nope this is post haste pre crit cap numbers. Though I should recheck them I guess since i did post these numbers initially a while back. I will ad it to my list of things I check when I get those stat weights up in the weights thread. Also kind of thinking of taking over Para's Druid FAQ to keep it up to date...

If you're over both soft caps I think the ideal number becomes 6 spell power, with Spell/Haste being the gem of choice. Just barely, if I remember correctly, haste is worth something like .64 and crit is about .55 (when comparing them to spell power, of course).

I don't think the numbers are quiet that skewed more along the lines of .71-.72 for haste/crit but you are correct in saying that after both caps favor returns to haste over crit as long as you maintain crit cap.
Edit: Normalized against SP of course.
Edit: The numbers are lower then what i just said. Still sorting through gearing choices for the stat weights so dunno yet.
