You are not soft capped yet. You'll feel the real power of ArP when you'll get 51% passive ArP.
Replace your WG trinket with the new res one and use some PvE gear ( crafted boots, Recover Scarlet Onslaught cloak, Rotface/Dreamwalker belt, etc... )
Also, change your chest for Castle Breaker.
Your AP is fine. If after you get soft cap, you still think it's too low, switch to Mace spec to gem for some Str.
