If you're consistently within 1%, this is probably the cause of your error. The WoW engine performs calculations using
IEEE754 floating point math
usually (some things it doesn't apparently, I'm not an expert on the subject, I merely know of its existence) -- so a simple integer truncation will introduce error when compared to the in-game values.
Whitetooth over at ElitistJerks has a few threads about the specifics of number conversions, he consistently gets numbers which are accurate out to like 9 or 10 decimals, so you might wanna go read up on some of his work.

Truncation for calcs only occurs during the display of the numbers themselves and when doing final input in skill based calcs.
Edit: No rounding ever occurs as far as I am aware. In terms of calcs for the skills themselves they use truncated numbers.

In an earlier thread, someone wanted to know how to calculate Cat AP from Character-Screen Caster stats, and this method was right on every time.
Attack Power:
(AP + 160 + 120 + Agility + FeralAP_on_Weapon*1.2 + AP_on_Weapon*0.2) * 1.1
AP -- Attack Power in Caster Form
160 -- AP bonus from
Cat Form
(YourLevel * 2)
120 -- AP bonus from
Predatory Strikes
(YourLevel * 1.5)
Agility -- Adds 1 AP per point due to
Cat Form
FeralAP_on_Weapon -- Only works in form, buffed 20% by
Predatory Strikes
(hence, 1.2)
AP_on_Weapon -- Recieves a 20% bonus that applies in-form only from
Predatory Strikes
(hence, *0.2)

modifier for Cat Form (10% AP).
While I'm sure you know all of this already, it might simplify our calculation a little if you just try to come up with a method to accurately calculate Char-Screen caster-form AP and Agility, which are the only calculated values necessary for this calculation.
(I'm trying to come up with a formula, but I figured if this was any help to you, you'd wanna see it.)
