If I remember, Swipe only hits 3 targets, whereas bad attitude will hit all attackers, but swipe is up way more often. If this is the case, bears are better for groups up to 3, and crocs are better for large groups. Bears are also much easier to feed and will eat anything--just like in real life, whereas crocs require meat or fish.
However, there really is no 1 best pet for leveling. While leveling you should make use of the new dungeon system, and do some instances. For that, you should have a damage pet--really a wolf would be best for its howl. But when you can tame exotics, you might want to consider a worm for soloing/quest, because things will die faster with the armor debuff--and threat wont be as big a deal when you have misdirect to give your pet threat with. Another alternative is to avoid the tenacity tree entirely--you dont NEED to level with a tenacity pet--I never did. A sporebat has an aoe, giving it effective group threat, regenerates your mana, providing less time in viper, gives a minor armor debuff, so stuff dies faster, and is incredibly unique. Conversely, while leveling early on, before your pet gets thunderstomp, no pet will hold aggro as well against a group. But a single target dps pet helps you kill things faster. Consider a tallstrider, whose special means he gets hit less and takes less damage, or a moth, who can self-heal.

Remember you have to
MANUALLY cast
CowerHowever you should use it, and use it often, as it no longer reduces aggro but works like a sort of Shield Wall. It's insanely powerful.
Have it on your Pet Bar for sure.
