no, sorry, macros aren't intelligent and can't check for a buff/debuff on you or a target

what panik said except my first line conditional is:
Offensive
/cast Dispel Magic
Defensive
/cast Dispel Magic
Now bind to mousewheel up and down respectively

@Panik8: Putting focus at the end of the condition list would cause all the other conditions to block it. So, if you have a target, your focus will never get a dispel. To make the dispel actually go to your focus, you'd have to actually drop your target and then re-acquire it. I get around that in my macros of the kind by also using mouseover which is the only thing that overrides focus. It's play style, though, I suppose.
@ignayshus: Why put a modifier on your mouseover conditions? Are you worried you will rest your mouse in the wrong place and it will unintentionally block you from dispelling your target or its target?

@pelf - partially yes, but tbh I use (shift+)mousewheel as my vuhdo setup for dispel/abolish (up/dwn) respectively and sometimes I'd prefer it go directly to my target or target's target without having to hold down the right mbutton or think about where my mouse is.
(edit: and vice versa - meaning I've got say the off tank targetted for my heals, but I need to drop a quick dispel on the MT to get off the fusion punch debuff (first thing that came to mind).)
sounds like you have a possible improvement to offer :)
