[Advice needed] Completing my wishlist

Hi there.
Rescently i decided to switch from mutilate to combat, but my descisions arent instantly made. I always have to make some sort of plan that i can follow perfectly. Thats why i created a list of items, which i am able to get) that i aim for, before respeccing.
First of all here's the list:
Shadowblade Helmet
OR
Bloodfang Hood
Skinned Whelp Shoulders
Recovered Scarlet Onslaught Cape
Shadowblade Breastplate
Vambraces of the Frozen Wyrm Queen
Scourge Stranglers
Vengeful Noose
Ivory-Inlaid Leggings
Frostbitten Fur Boots
Saurfang's Cold-Forged Band
Frost Giants Cleaver
Bone Warden's Splitter
Herkuml War Token
OR
Whispering Fanged Skull
Needle-Encrusted Scorpion
This brings me more or less to the 700 Armor Penetration i need for the soft cap. Here are my two questions:
1)Do you have any idea for what i should take as necklace/thrown(/bracers?)?
Note that loot that i can gain from ICC25 is limited since my guild only does ICC10 and the pugs barely down Saurfang.
2)As you can see, im lacking a lot of expertise on this list. How could i fix this? Gem for it? Which gems? Pure gems or colored-mixed gems?

Well as Combat you have to remember you'll be spec'ed into +10 expertise, so you need a total of 132 expertise rating to cap.
From the gear you posted, you'd have 0 expertise rating, so you'd need to gem 6 red slots with +20 expertise and one red or yellow (better a yellow for a socket bonus, the ring for example) with a 10exp/10hit gem.
It's doable but I'd go with the Shadowblade legs and hands also, they're on Toravon's drop list and the hands cost 60 badges...

Why the one red or yellow? Do you mean for meta socket?
I just use a nightmare tear for the meta requirement.

Needle encrusted is a no-no. 10% to proc off critical hurts uptime.
Bloodfang seems like a good option till you get a drop, or unless you have acess to torphies, its not too far behind regular shadowblade.
Also the Vancleef/garona helm might also be a good temp item for expertise.
Could you give me an other trinket with ArP so that i can atleast have a soft cap?
Only reason i am doubting between the two helmets is because with the shadowblade helmet i have the 2piece bonus.

needle encrusted works.....well enough. considering where it drops from. but you do realize you dont NEED to gem/gear arp for combat...right?
Just spreadsheet w/e gear you have currently and have a good chance of getting and go from there.

No I meant for the socket bonus (the ring), 8AP isn't bad, and that way by putting a 10exp/10hit you won't be wasting expertise.

Like greyghost said, you don't NEED to aim for either, just take whatever comes first: if some pants drop with no expertise but with ArPen and a red socket, just gem Expertise until cap.
Personally I'm no fan of ArPen, but an upgrade is an upgrade, as always check your spreadsheet to make sure.
