There's actually an interview with a developer saying that they might introduce a new raid after ICC. I myself think it will be in the Wyrmrest Temple, or perhaps in the Old World.

I think everyone who's looked at the map of VoA knows this. However, the issue with Illidain and Sunwell was that Blizzard released Illidain way too early, and needed another raid- they wanted Illidain to be the last raid of the xpac. I'm pretty sure they won't make the same mistake again. Now, that doesn't mean there won't be another major patch before Cata- there almost certainly will be, but just don't expect a big raid.

In all seriousness though, I wouldn't be surprised to see another raid introduced. It's happened before with SWP.

I have a sneaking suspicion that we will see another big patch in WotLK. With BC, Illidan was the main boss of the xpak and they came out with Sunwell after he died. I have a feeling they will do this again with this xpak, and my reasoning is found in VoA.
Blizzard has said in several interviews that they made a mistake with Burning Crusade. Illidan was advertised as "the big bad", yet he was not the final boss of the expansion. They further stated that they did not want to make the same mistake again.
We might see some filler content put into place; adding another boss in VoA would not be too difficult; that isn't really "major" content anyway. I could even see them perhaps opening up another of the portals under Wyrmrest Temple. But throwing in another full, new raid? I doubt it.
Not to mention that the Cata F&F beta has started at this point...
I'd personally love to see a series of world events building up to Cataclysm. Perhaps they could add in some quests hinting at the coming disaster. Those quests could send players to the various areas and dungeons that may be destroyed during the Cataclsym, not only as a foreshadowing but also as a sort of "one last chance" tour of Azeroth as it is now.
