I would definitely recommend glyphing Glyph of Sunder Armor. Basically, it allows you to use one of your best threat moves on two targets at once. I didn't use it until mid 50s (when I started to get larger packs of mobs.... such as in BRD). However, it is definitely worth using before you get that high.

The splashed sunder armor does cause the threat sunder armor does.
If you apply it with devastate it becomes, devastate damage + sunder armor threat on the mob you are attacking and the threat from sunder armor on the second. What would the point of the glyph be otherwise? Just to apply Sunder Armor debuff to a second mob? This Glyph definetly helps you tanking in instances, but I wouldn't get it untill you get Devastate.
Also, get the thunder clap minor glyph. Thunderclap is absolutely essential in tanking aoe packs in the lower level instances.

Glyph of Sunder Armor: I don't like this glyph for a number of reasons. First ... Third,
the glyph doesn't produce extra threat, it just adds the debuff.

Glyph of Sunder Armor will apply Sunder to the secondary target whether you use Devastate or Sunder. Threat gain is as follows:
Hit Target 1 with Devastate:
Target 1: threat = Damage + 5%AP
Target 2: threat = 345 + 5%AP
Hit Target 1 with Sunder:
Target 1: threat = 345 + 5%AP
Target 2: threat = 345 + 5%AP
That is to say,
1) If a Sunder is used on the first target, a normal Sunder is applied to both targets and the normal Sunder threat is generated on both targets.
2) If a Devastate is used on the first target, the normal Devastate threat is generated on the first target, and normal Sunder threat is generated on the second target.
