What level are you first of all and what are you doing when you are tanking? Paladin of all levels tank just fine.

If it does non-holy damage, it deals threat equal to 1.43 times the damage done
If it does holy damage, it deals threat equal to (1.43*1.8=) 2.574
Anything causing mana regen (replenishment, SA, Seal of Wisdom, etc.) do not cause threat to the best of my knowledge. If I remember correctly Seal of Light doesn't cause threat either.
The absorb effects cause half as much threat as damage does, and SS in the hands of a prot pally doesn't reduce all that much.

Edit: Pure, he claims to use Sacred shield so he must be lvl 80

I don't believe mana regen causes threat or else mages would pull threat more often. Oh wait...
I missed that he said he uses SS.
What is your gear like and what is your dpsers' gear like? That is important.

As Nazeka pointed out, Righteous Fury affects all of your threat generation. Things such as mana regeneration are effectively non-issues for threat.
Azjol-Nerub - Skirmishers drop aggro after a few seconds and fixate on someone other than the tank - they're untauntable at this point. All you can do about this is stun them or kill them - HoJ and Holy Wrath. Unfortunately, most people are locked in the faceroll mindset and this results in some very stupid deaths and wipes.
969 is your maximum threat rotation. If you aren't generating as much threat using it, it is likely due to your inexperience with it - it's a mechanical issue.
You use Consecrate to control groups. Decide where you want the fight to take place and turn on the disco dance floor at that location while the mobs are running up to you. It is less important if you are dealing with a single mob. On group pulls, it generally is placed early in your rotation to ensure nothing goes off and eats the healer or a trigger-happy dps.

Without armory link (better, please use wowhead profiler link, saved with your Prot gear and spec), it's really not possible to give any useful answer.
And i decline to guess and waste forun space with "if-then"s.
