AV tanking is still viable up to ToC25, and if you gemming AGI instead of pure dodge, it affecting your crit as well, making you an unbelievable threat generator.
However, with ICC and Chill of the Throne... blocktank is much more viable.

Gem for stamina, unless the socket bonus is really good. Enchant Def / Stam / Agility
Block Value = How much damage you block.
Block Rating = Chance of blocking.

Really, agility? So VERY VERY different from when I was gearing him up the first time. What Agi enchants are the better ones to aim for?
Agility provides almost as much dodge, plus a little armor, and some threat.

I have agility on my
cloak
since I don't need the
defense
, you could also get it on your
gloves
, but
precision
/
armsman
might be better choices. You CAN get it on
boots
BUT
Tusk
or
Stam
are the best choices.
If the socket bonus is good (ie 8+ stamina for each blue gem lost) you can use
Agility
over
Dodge
to match a red socket.

I would value the slightly higher pure avoidance & crit over the block.
I forgot about the lower armor patches, good catch on that.

Now that's strange. I've used wowwiki values and I got 0.12% miss, dodge, parry and block, equal to 0.36% avoidance. Agility however, becomes 24 with BoK, equal to 0.48% dodge. Your conclusion about 22 agi being better than 16 defense rating are obviously right, just wanted to brag a bit about numbers :P

So my math was off & I didn't include miss, I needed to go to lunch, lol. This should be correct.
Each point of Defense
skill
adds 0.04% to the player's chance to be Missed, to Dodge, and to Parry, before diminishing returns.
1 Defense
skill
= 4.92 Defense
rating
So each point of skill increases total avoidance by .12% ignoring block.
16 Defense
rating
= 3.252 Defense
skill
. (16 / 4.92)
3.252 defense skill * .12% avoidance per point = .39% avoidance added.
Agility would give .44% dodge before Kings & .48% after Kings, a tiny bit of armor, and crit for threat.
All of this is before diminishing returns so you may ask yourself - "Self, how would diminishing return change the outcome?"
Well it's hard to say how much for sure you would get, but Parry is hit harder by DR than Dodge, meaning that the .39% from defense skill will most likely take a bigger drop than the .44% from agility.

Can't really add much to this because its all been said basicly, but a prime example of welfare epics paladin is mine (see sig) there is probably some slight tweaking that could be done to get more performance but it is pretty much peaked for welfare epics.
