yeah sadly heroics are you best bet, i'd say specc arcane (look in stickies) get a rotation and grab all the haste gear you can get, emblems are your source of gear pretty much

I can't believe that people doing heroics are complaining about gearing... although it is a sign that LFD isn't matching gear levels up as much as it claims to.
What sort of DPS numbers are you putting out? I can't imagine that every heroic is going to complain unless you're under 1000-1200DPS, in which case, check the relevant stickies for the rotation you need to improve.

and even if the gear is crappy... what are heroics made for? I can't understand why people complain about crappy gear. Where did they start from? Heroics... so... tell them to shut up and just play.
Btw... run TOTC, POS, HOR, FOS normal. I think they have good upgrades
Actually, people look at DPS and then complain about crappy gear, as if the top gear would help a n00b to pull their weight.
I'm still boggled by the number of times I've tanked on my Pally for heroic groups doing <1000 DPS each. At 71 on my mage, in quest greens and blues, I'm doing 900-1000 DPS on dungeons I'm running (granted, with the random dungeon bonus). There's no excuse for any 80 to be doing less than 1k DPS.
As for where they start from - they should be doing normal dungeons to learn their class and their 5-man role. ToC 5N isn't a great place to start, since it requires more effort than most heroics.

Only gnubs complain about poor gear on others in heroics. I mean, come the f*ck on. It doesn't matter.

Still, I think it is very acceptable to still have some greens when you start heroics. It is not acceptable to say "well most of the people now are overgeared" I'll just get carried through the HCs.
BTW, could you recommend an add on to check dps? I have healed and healed and not much of an expert.
It is acceptable to have greens, but there's still a 'minimum DPS' acceptability - it used to be about 1200dps or so in 3.1 - that was the minimum DPS before you were being carried, essentially. Given that heroics haven't changed, I would say that it still applies.
For DPS meters, use Recount - that's the most commonly used one, I believe. Just don't focus too much on "DPS", but also pay attention to "Damage Done" as well - there's no point being a guns-and-glory Arcane Mage and getting 4k dps in a heroic, and keeping it up for 20 secs before OOMing.

Got a question in regards to gearing with triumph badges - are there particular pieces of T9 I should aim at first as an arcane mage? I was actually tempted to get the wand first, since it seemed like a bigger upgrade.

My boots are really a sore spot, but I'm broke now after gearing up this much. Just a matter of time though to get more gold...

I believe that for T9, you get every piece except for the chest, and for your chest you buy Merlin's Robes. The T9 has alot of hit, especially the chest, where as the Merlin's robe is pretty sweet. Of course if you're not willing to dish out that much for mats/chest, then the t9 Chest is perfectly fine as well.

He's better of looting a chest in the new 5 mans than using the t9 chest.

If you average about 2.5K dps in a normal at level 80, how far down should you expect your dps to fall in the same heroic at 80? Is it like your dps gets cut in half?

if you are hit-capped then your dps shouldn't drop at all. If you aren't hit-capped then your dps will drop by at least your % miss chance, but most likely more (missing two blasts in a row and wasting your stack)

This, and I'm not sure if there's any additional damage reduction that mobs >2 levels higher than you have as well. I know that orange mobs in world PvP take less damage.
