Try whispering before you invite someone to a group, that may help. If not, then here some reasons why someone will decline joining a group to quest.
1. Some people like questing alone.
2. They don't want to share the drops.
3. They don't want to share xp.
4. They might think you're a gold seller.
5. They are themselves a gold farmer/seller.

I enjoyed the scenes during leveling on my first two 80's, I don't really have an urge to savor it a third/fourth... etc. time.

I play to have fun and leveling will come as I do. Do you win the grand prize if you hit 80 the fastest?
You get an achievement instead.

Whats funny is alot of people (newer players usually) will beg you for a invite if you have a bunch of heirlooms, I once had a dude in ghostlands think he could benefit from the 20% exp I was getting from my shoulders and chest like he thought it was a aura like how paladins have. Even after explaining to him I only get it cause I have the stuff equiped and that i dont feel like grping cause I was also doing stuff around my house, he kept on trying to re-invite me after I declined. I got very annoyed and havent bothered grouping with anyone since.

One time leveling my warlock in elwynn, was doing the quest where you need to kill the "collector" person.
The NPC you need to kill is surrounded by a number of mobs which can be tricky to do on your own when you don't have heirlooms and such... so this paladin was trying to solo the 3 of them, as well as forth random that came running in...
I threw an invite at the paladin, hoping they would have some sense, but they declined (even when they had 4 mobs on them ._.)
The paladin died. I nabbed the npc and got the quest completed.
As for the paladin, he had to wait for the NPC to respawn, as well as pay a repair bill.
So... yeah :/ Should prolly make it a habit to just click accept in the future. That paladin found out the hard way.

The only time i like to party up when i'm questing is for a group quest, or if it's a "Kill X mobs" And usually then only if me and someone enter a cave at the same time, so then i'll throw them an invite, we go get our kills and get out and leave. I'll say thnx, throw them a /wave if i see them again.
I don't party because i have a very fast rate of leveling, most azeroth quests i can do blindfolded, even if someone is a higher level, or has heirlooms, i don't feel like pulling someone along with me.
