Doesn't blizz encurage people to play together?
Instances, raids, BGs, random world PvP, these are all things you do with other players. Guilds are popular for a reason. But this doesn't mean that WoW is a game where you can't log on and have a bit of fun mostly by yourself if you so choose.
Questing must be generally possible and effective as solo, or leveling would be full of long waits when finding someone to group with.
As to which is faster, I'd definitely say that a decently skilled player would quest faster as solo, especially for classes that can AoE grind (an afterthought: two mages working together may be able to AoE grind better...). Questing is mostly set at solo level, except quests that say otherwise (and these are commonly soloable anyway).
As Juuichi says, playing with someone, especially a RL friend, is more fun, and you'll get the better experience from this.

It is? I have leveled alongside a friend a lot now, and I don't know where it would be slower.
Some quests (slay X mobs) you do in half the time, and others (loot X mobs) you'll do at the same time or faster - you'll hardly kill and loot mobs slower then if you were alone.
And, another one on the positive side, you can do groupquests without searching for players in general chat.

Some things that can slow you down in duo-questing:
Less XP per mob. Waiting for mobs to spawn when you've wiped them out. Discussing what to do now. Explaining things to the other guy, or having him explain stuff to you. Waiting while the other guy gets herbs/ore. Waiting while the other guy needs to go to a certain trainer/vendor.

Tested it out? It would depend entirely on play styles, communication between the players in the group, it likely would differ from area to area, with the class composition, etc. You could test it for very specific circumstances, but since you keep moving on as you level, this would be of little value.
Blizz could have made it better by far to level in groups. They could have made it so that mobs gave the same XP to each individual in a group as to an individual soling it, and let raids gain XP and attain quest goals.
But they decided to make WoW a game that has a certain balance, and I think they did it well. Why should they reward people more than they do now for grouping? And by contrast penalize those who like to solo?
The fact that nobody can say for certain which is better shows that both methods are completely viable, and that is as it should be.

I find that questing always seems to go better/faster solo, but is much more fun with a friend. If a friend is online and willing to group up, I usually do, even if it does mean that some aspects will go slower.
The quests that have you kill x amount of mobs do go faster with a group/partner, but I find that the ones relying on getting a certain drop or spawned item(s) go slower, as you have to wait for the other person to get the quest items as well.
Personally, I'm glad that there is an aspect of the game that can be done solo, as there are times I just want to get on for an hour or two, and enjoy myself without having to bother with others.
