By taking a quick look at your gear it would seem your upgrades could come from either ToGC10 or ToC / ToGC 25. But what you really need is a better weapon. And since you are over the hit rating cap, you could replace that weapon with something like
Lupine Longstaff
or other ilvl 232+ weapons. Just pick one that doesn't have hit rating on it. Either a staff or a polearm.
One other major thing I would like to point out is that you basically WASTED those armor penetration gems. At your level, armor penetration is weaker than agility. Don't think about ArP until you either have an ArP proc trinket and can reach the soft cap or until you can get above 1000 static ArP. Replace all those ArP gems with agility NOW. And I mean it.
Other than that, screw that gear score discrimination. Your gear is enough to pump some serious DPS in ICC10 and even in ICC 25 if you really know your class.

True, you have 1-2 pieces that are a bit low. But upgrading those even to ICC level would barely give you 200 dps more.
The only major upgade you really need and that will have a huge impact is your weapon. Everything else doesn't really matter that much.
With a good weapon - if you know what you are doing - you will be perfectly ready for ICC. If you don't know what you are doing (rotation, positioning, handling movement and all that) you will completely fail which has nothing to do with gear (but people will still tell you that your gear is too low since they are narrow minded and can't see anything else).
