i don't mean it as a facetious answer when i say roll a rogue. the way their resource works means that as long as you don't cap out your energy you won't be losing out on potential damage. the only issue comes in when the boss moves and you miss the all-important melee swings while repositioning.
a tip to go along with all the others is to make sure your using a maximised window in a single screen setup.

Use full screen not windowed mode. Changes a lot.

Turn off combat texts. Turn off guild names mobs friends etc. This really helps a lot. Also disable all addons. ALL you dont need quarz just spamm the key of the next spell. Also use download and run this
http://www.wowinterface.com/downloads/info13581-LeatrixLatencyFix.html
Start adding addons from the most important to you to the least important to you. When you are happy stop :P

is it even fun to play on a computer that bad?
I remember myself playing on a computer so bad, that I had to wait for around half an hour after logging in before I could even move my character.
My computer is nearly 6 year old, it's fun :)#
I have to wait a good minute and a bit for loadscreens.
LOL QQ over 2 gb I have to make do with 1

Well, unless you're willing to fork over 700ish bucks for a 'decent' desktop, ur SOL with the latency problem.
Let's clear up two things on this sentence. One, your rig has little to no affect on your latency. Latency is lag, which is the time it takes network packets to travel between the client (your PC) and the server.
Framerates are the only thing you can fix with upgrading, and if you think you need to fork over $700 for a budget rig, you need to learn to use Newegg. I build my current rig 3 years ago for $500 and it has held up fine. I've upgraded the GPU because they rise and fall so quickly there's no reason not to, and the monitor in those 3 years. It's time to build another one...and I'm building a much better rig, and right now, WITH a new UPS and Windows7, I'm looking at $800. I could build a rig that could get 30 fps all day long on medium resolution for $400 without blinking.

Depends entirely on the local economy.
Damn fine point, and I even was thinking to myself "don't forget to disclaimer that I am in the USA" and totally forgot. Thanks.
