It really bugs me when people get on about how OP they see Resto druids being. Simply put, it's nothing more than having to deal with a different Paradigm about killing a healer.
First, i'll tell you that Druids being able to shift out of Movement impairing effects is not Overpowered. It is simply the strongest of an array of abilities that the druid has for surviving DPS.
By comparison, each other class has several tools for dealing with something trying to kill them, for example:
Paladins are able to Bubble, and have HoJ, additionally, they have Defensive Dispells, and Plate armor with Blessing of Freedom. Each of these elements are quite strong, and are critical to a paladin Surviving. Take one away, and the paladin losses a ton of survivability.
Priests have PW:S (which is fantastic at shutting down a Warrior) and a few heals that have no cast bar. Additionally, they've got a fear bomb, one of the best tools for breaking up Focus Fire on them. Lastly, any priest is going to have Blessed Resilience or focused will, with blessed recovery. On top of all that, they've got a 70% pushback resist to their healing spells. A very very Powerful set of tools for staying alive. You can sum up all these abilities with the following "That priest was crazy! We kept on DPSing him, but he wasn't dying! and He Still kept on healing!"
Shamans have some unique tools at their disposal. Earth shield is one of the most powerful tools in the game for keeping someone up under fire. And their Combination Earthbind and Frostshock are great at keeping a foe at bay. Combined with a 70% push back resist, and Watershield, a shaman has some excellent ways of staying alive,
and
regenerating mana.
Compare the Druid to all of this. The druid has Roots, cyclone, Travel form (and the accompanying Movement freedom) Bear form (with Bash and Feral Charge) and Insta-cast Heals from Nature's Swiftness (which shamans have too!) and Swift mend. Bark skin helps too.
What most "Nerf Druid" fanatics usually miss out on is that Druids, if forced to sit there and take the beating from a rogue or warrior, would simply crumple. Sure, bear form helps, but if a druid was forced to sit in bear form while your opponent was beating on you and could only pop out to heal, you'd essentially be a paladin that needs to take of his/her plate in order to heals. Oh, that and if you're popping back and fourth to cast a life bloom each time, you're adding 580 mana to the cost of Whatever spell your casting. Druids just don't have the ability to take the beating of any sort of melee on them for more than a few moments. therein lies the weakness that you people that cry nerfs need to exploit. Without a healer backing up a druid, they'll simply crumble beneath the eventual DPS that'll kill them. a druid can't heal in Bearform. The only thing he/she can hope for in bear form is that they've got enough hots stacked up, especially when Swiftmend and NS are on cooldown.
Unless Druids have the tools they have, druids will lose to any 2 DPS team in the 2v2 bracket, in addition to losing any viability.
And of the suggestion of a cool down on shifting, i'm going to tell you it'll never happen. Unless Blizzard thinks that making Druids worthless in PVP is a good idea, it'll never happen. Also, this nifty (and totally original) idea of a cool down is, in and of itself, flawed.
No, it isn't the magic bullet that would fix your Druid woes.
For example, if we add a 4 second cool down to shifting (i suggest this number because commonly 4 to 5 seconds is what your typical QQer suggests.) , what you fail to see is that the Druid still has A) Root and Cyclone (and war stomp) B) Bark skin and C) a Partner. The latter being the most important of these. If you force the druid to shift out and heal that usually means a few things, the first being that you aren't on Diminishing returns of at least 1 CC of the druid, and that if the druid needs to heal himself, that his/her partner is ready to help. If the Cooldown for forms is only 4 seconds that essentially gives them 4 seconds that they might as well use for something useful. Some of those Hots that people detest so! So not only will the Druid accomplish his task, but it'll give him a great opportunity to CC you with something. Or, the Druid can fall back on his/her partner to help out with an Intercept/Scatter Shot/Death Coil or something of that nature.
If you extend the duraton of the Cooldown to, lets say, 8 seconds, you then border on absurd. What tools them would the druid have? Root/Cyclone, NS and Swiftmend and Barkskin. So, given the situation of Druid shifting out of Travel form and having to wait 8 seconds to do anything, what do you expect them to do? I can tell you exactly would they would be forced to do, sit there and throw a few hots on themselves and pray the DPS on the other team is Clueless. Or that perhaps their partner can save them.
In either case, adding a Cooldown to shifting would cripple the Ferals out there even more than it would the Resto Druids. I'd go in depth about that and some more of the Implications of a stupid Cooldown, but this post in long enough as it is.
Also, To the OP: You're a Rogue! you're the
best
class for killing druids out there! You really need to change your mindset from "Resto Druids are OP, i can't kill them" to "How do i exploit this Druid's weaknesses?" Those weaknessess are there! i explained some of them! Exploit them!

Well then if there's gona be a CD on shifting i would like a CD on shammy's totems.Or on rogues so that they can have only 1 poison ... That would suck wouldn't it ?
Shamans are constantly on GCD with totems, and some of them have cooldown.

I realise this post may include a fair bit of bias, and I may overlook alot of other great points for the hybrid-healers. As we all know druids dominate arenas as healers, and here's why.
Hybrid healers in arena
Good points
Paladins
- Quick heals (Flash of light), holy shock
- Immune to interruption/pushback whilst bubbled
- Blessing of Freedom amongst others
- Wear plate, which is good against melee
- Effective stuns
Shamans
- Chain heal is great for efficiency
- Great totem buffs (Resistance totems, DPS totems, Groundind, etc.)
- Healing way + ancestral fortitude are pretty awesome
- Short CD interrupt and minor snares
- Earthshield + watershield. Do I need to say more?
Druid
- Shapeshifting breaks snares
- Most effective HoTs in the game
- Dont require LoS for continuous healing
- Swiftmend and NS+HT are amazing burst healing
- Immune to mana burn in most forms
- Cyclone and entangling roots are great snares
- High survivability in forms (bear's armour, cat's stealth)
- Can barkskin whilst stunned
Bad points
Paladins
- Vulnerable to mana-draining and school-locking abilities
- Requires LoS and cannot be moving to heal
- Cant do anything with melee on them, meaning they have to blow bubble instantly
- Mana intensive FoL
- LoH (which is one of the paladins most powerfull abilities) cannot be used in arena
- Weak against most casters
Shaman
- Vulnerable to mana burn + school-lock
- Useless against dispeller classes (That's 6 classes)
- Totems have 5hp and trigger GCD
- Shaman's major "Oh shi-!" abilites aren't usable in arenas (Ankh, elementals)
- No majorly effective CC or anti-CC
Druids
- Long cast time on healing touch
- Shifting costs mana
- Need to be in squishy form to heal
- Instants trigger oh-so-annoying GCD.
Dont get me started on cyclone >_>
- Target cannot be healed whilst cycloned
- Cannot be broken early by damage
- Target does not get healed by cyclone, as Polymorph does (Mage here)
- Cannot be broken by ice block/bubble
As if druids dont have enough resources to escape, especially with same-form shifting now.
However, despite the points above, druids still aren't the invincible gods of arena everybody makes them out to be, but with enough knowledge/skill, they are amazing. Despite the 'imbalances' as I see them, I hope they don't get nerfed as they are what makes this class stand out from the others.
Lucky for me, Im going druid next :]

honestly... how i keep a druid in melee range, spam hamstring, if he/she is dumb enough to keep trying to get away by shape shifting then ill be killing them with my white damage+hamstring alone, but if they wanna turn around and fight like a man/woman then we will really see what they are made of
You try "fighting" as resto.

How can someone kill something if they cant even get to it....maybe Sprint musnt have a CD
