Drops from Ignis the Furnace Master(25). As with other Ulduar weapons, it is 6 item levels higher than armor drops from the same boss.

Looks like Blizzard's finally decided to start making Staves that can actually compete with 1H-OH combos.
((These comparisons are assuming that you're relying on Weapons/Off-hands for some of your +Hit; otherwise, there are 1H-OH combos that can actually beat this O.o))
Comparison of this to Firesoul and Overcharged Fuel Rod:
*+29 Intellect
*-11 Stamina
*+44 Spirit
*+45 Hit rating
*-12 Spell Power
The 12 spell power is a little bit of a loss, but with the new +81 SP enchant (to STAVES ONLY) you're still beating the combo (which can only get +63 SP) by 6 SP (not a lot, but it's still better) at the cost of a meager 11 Stamina.

Comparison to Haunting Call and Overcharged Fuel Rod (for Balance Druids and Shadow Priests, neither of which can use Swords):
*+34 Intellect
*+16 Stamina
*+21 Spirit
*+34 Hit rating
*+14 Spell Power
Okay, it's undeniable: Intensity kicks the ass of even the best 1H-OH combo for Balance Druids and Shadow Priests.

Only bad thing I can see about this bad boy (apart from a lack of Crit and/or Haste, but that I can forgive) is that Staff-using DPSers are going to be fighting tooth-and-nail with each other over it. Every. Time. It. Drops. Forget I said anything; I must have missed the notice saying that an item is better than all the others based only on their ilevels.
Besides, you're kind of missing the point that I'm comparing weapon choices for +HIT RATING:

Despite being purged, Groundlord makes a good point, especially for warlocks. If we're assuming that you're only looking at this thing if you want/need hit from your 1h/oh combination, it's VERY hard to beat this staff unless your guild is flying through hard-mode content or you don't have to consider dkp reset in Ulduar (easier to win one drop than two based on free rolls until dkp catches up). For casters using combinations such as Life and Death + Ward of the Violet Citadel (i.e., if you're not already wielding turning tide and getting your +hit elsewhere), this thing is a MASSIVE upgrade despite the loss of crit and haste:

+14 sta
+43 int
+86 spi (insane for warlocks)
-67 crit
-29 haste
+82 hit
+58 sppow (if you factor in the 81 sppow chant vs. the 63 sppow chant) (and it's actually +106 sppow for locks when factoring that huge spirit increase into fel armor, and even more if you're demo specced)

As a warlock, I will be rolling with high hopes when it drops. IMHO, the loss of crit and haste can be made up easily by swapping out other items that presently provide hit.

For those wondering, here's a comparison of the known dagger/sword/staff drops in Ulduar, excluding the recently discovered Algalon drop, Starshard.

Okay, so I'm looking at this as an Arcane mage, and just curious if anyone has done the number crunching on this, with +81 sp on it over Life and Death with a Surplus Limb offhand. I am already hitcapped, just want an outsiders input.

Got this last night and enchanted it with 81 sp.
Its a very nice HIT boost and I dont need to focus on getting HIT equips anymore
Plus an awesome look. Although I dont see the enchant on it properly :o Maybe a bug

On my mage this allowed me to re socket all the hit gems i had in my gear in exchange for more sp and crit and this falls short on the crit rating of TTT and ward only by about .4% which i easily regained through the new sockets in my gear. very nice especially with the 89sp enchant now available.

Just got this in Ulduar last night on my mage, and put the 81 spell power enchant on it.

While this is a very good PvE staff, I also like it for BGs and WG battles because this combined with Deadly Gladiator's Band of Ascendancy yeild 158 hit rating, or 6.02% (the staff alone is enough, but the ring is good for me, who isn't good enough at arena to get the furious ring). This makes it so I don't have to gem for hit, and I can use the hateful 4-set with Titan-forged Cord of Salvation and Titan-forged Raiment of Salvation, instead of their counterparts with hit rating. For a frost mage like me, it's pretty sweet.

It's a difficult choice between this and The Lifebinder for most casters. But speaking from a Moonkin point of view, if you are going for the 2 piece bonus from both tier 7(.5) and 8(.5) this is an amazing weapon. I personally was able to regem away from any +hit, and use haste/crit instead. If you get the helm and shoulders from 8(.5) you lose the hit from the 7(.5) items, but this staff more than makes up for it. This is definately worth rolling or spending your dkp on.

Got this staff, but also won fueling manual off of FL. My 1h is Firesoul, but still my Mh/Oh combo does not compare to this staff despite the loss in haste. Will be testing out this vs. 1h/oh combo in uld via combat logs.

I'd like to add for the healers out there that since many DPS casters will be rolling on some of the slightly better staves or sticking with MH/OH combos, one way to get out of your Naxx gear weapons is to grab a staff like this (despite the +hit) at little to no DKP cost. Even though I had Ironmender as an Offhand item, my mainhand was so crappy that this staff was a cheap way to get an overall increase in healing. Now, while the other healers slug it out with DKP over marginal upgrades in healing weapons, I can sit comfortably until my BiS drops, Constellus. Which actually DID drop just last night, and went for 1,200 DKP (where I have 105 DKP, illustrating my point.)

This staff is amazing i got it yesterday and and my dps went up a TON, it drops from ignis the furnace master in 25 man ulduar, my hit rating went up by 2% when i got this staff and before i got it i had haunting call from trash mobs in 25 naxx and i had levithian's fueling manual from 25 man flame levithian

I got this staff a few days ago on my mage it was a real hit boost.

Because I switch between fire and arcane so often having this and Icecore Staff realy helps to change my stats easily acording to what spec I'm using.

I think what we all want to know is, do you see enchants on this staff?

Got it yesterday on my lock, but as I got no money atm I can't afford the +81Sp Ench... From the looks of the staff it isnt really "glowing" so imo the enchant should show, still, i've never seen anyone with this staff glowing...

This is a nice staff which is available to 25man raids very early in ulduar. The problem is that there's SO MUCH hit on this staff that it's hard to drop what you don't need from other gear, assuming you were already hit capped before entering Ulduar. Of course, if you had a hit trinket such as Dying Curse, you could use something else and it wouldn't be as hard.

Personally I had an ilevel 219 mp5 mace and 213 offhand, so this was quite the upgrade once I got my hit situated.

I believe so specs need more hit that others and I'm sure it will be nice for them to be able to drop some hit from their gear as well.
