Kill Morphaz for your mage quest, for this item as a reward. But while you're down there in Sunken Temple I recommended you pick up Spire of Hakkar, no Intellect on it, but you can change that via Enchants. Unlike with your +4 int dagger w/off-hand.

Quite a horrible item, it reduces the mana cost of Frostbolt by 3 on average. Don't choose this.

Unfortunately, its crap. I applaud blizzard for trying to be creative, but look at it from a mana perspective.

If I go through my entire mana pool casting nothing but frostbolts, the process on this dagger, on average, will allow me to cast 1 extra frostbolt, per mana bar. 300 mana every 100 spells.

The main problem is that it only processes on a frostbolt spell. And while we cast them a lot, I can't cast enough of them to make this item useful.

So you go oom in the big boss fight, use your wand for 10 secs or w/e to get enough mana to use a frostbolt, you use it, and it procs. You get a huge 50 mana back. Now the boss stands no chance against you. Seriously, that was a horrible sample situation for showing how the dagger is not useless.

The suggestion of spamming and the 3 procs being mentioned inspired me to do some calculations.
Here's what I calculated (everything assumes that you are Frost build with Clearcasting talent):

Frostbolt Rank 1: 1 sec cast, for 21? mana (my Frost mage doesn't have Frost Channeling yet, but that's a total of -15%, or 15/100, which means (15/4)/25, so the mana cost should be reduced by 4 (3.75) to get to a total of 21 mana, right?).

But back to my calculations: 1 sec cast for 21 mana, with a 6/100 chance to proc +50 mana, and a 10/100 chance to proc +21 mana (the free casting due to clearcasting talent in Arcane, if you have it of course, and more important, if you use clearcasting to keep on spamming). 6/100 means that 1 out of 16 2/3 Frostbolts refunds 50 mana, and 1 out of 10 Frostbolts refunds 21 mana.

So, if you cast 16 Frostbolts (forget about that 2/3, who cares about that anyway? But, for those who fear the calculations get *!@#ed up by this, in the following scenario I take only one Clearcasting proc with 16 spells, fair right?) for 15x21 mana = 315 mana cost to get 50 mana, so you still pay 265 mana. Ok, with Frostbite and the fact that each Frostbolt still does like 30 damage, you could say that it is nice, but don't try it I'd say. And oh wait: it takes 16 seconds at least to cast all those Frostbolts.

And for those that would suggest a "proc-fix" to let it proc more often, let's say 10%, here's the calculation for that:

10 Frostbolts for 9x21 mana = 189 mana cost to get 50 mana, so you still lose 139 mana for the proc. So this would cost less than the first case, but still it's 10 seconds. And if anybody disagrees, please check my calculations with a calculator before starting to argue, for I did this by heart but I'm quite sure it's correct.

Reading all other comments again made me realise my mistake: I forgot that the Frostbite proc gives 15% chance to freeze, meaning that your Frostbolt has +50% extra crit chance. So when I said Frostbolts deal about 30 damage per spell I was wrong, don't feel like exactly calculating the average damage it really does.

For those of you calculating the math, this is the way I do it.

The ammortized net effect of 50 mana back on 6% chance is that every FrostBolt you have a 100% chance to get 6% of 50 mana back.

50 * 0.06 = 3

Therefore, ammortized, this item will give you 3 mana back per frostbolt cast. Pretty insignificant if you ask me. That's why I chose the Arcane Crystal Pendant, because of the few numbers of +DMG neck pieces. (I'm not a fire mage, the choice between the Fire Ruby and Arcane Crystal Pendant would have been a more difficult decision.)

Because the arcane pendant kind of got nerfed with the BC expansion, i found myself at level 50 frost mage with saphire pendant of winter's night (+20 frost spell damage, thank you JC) around my neck. And the celestial orb with the basic free greater mana pot is still a better offhand for a frost mage than the +fire damage offhand.... So i found myself taking the dagger. I threw the +7 frost damage enchant on it, and I can't think of anything else i should have done in that place. With all the +frost damage armor I'm wearing i basically spam frostbolt, almost never using arcane or fire spells, so I just couldn't see myself taking the necklace for this quest. I can't have been the only one makeing this choice.

take the trinket, i mean even if ur frost, just blow the trinket and cast your 1 fire spell that it effects, u get mana, and ur fireblast dose more damage, or if your elemental spec use it on your pyroblast, or blast wave, or somthing along those lines.

Honestly, I don't like the dagger OR the trinket. the pendant is good, and better for a mage than the senior sergeant's insignia.
Spell damage is the ticket for me(I got +210 frost damage at lvl 52 :P), and I would lose a LOT of +spell damage with this dagger. I just don't the that the proc is good enough to make up for that.

lol, what the #$%^.

0.06 x 50 means an average reduction of 3 mana per frostbolt. Who would seriously waste their mainhand weapon slot on this !@#$? By level 50 your frostbolt costs 225 mana, so this would take it down to about 222 (on average). WOO! Oh and 4 intellect...

And spamming low rank frostbolts to get mana back? unless you're pretty lucky, averaging it out each frostbolt you cast will only get 3 mana cost reduction, which makes a rank 1 frostbolt (at 25 mana) still only cost 22...so if you cast a few of these to get mana back you're not only not regenning mana because you're casting, but you're actually losing mana casting these $%^&e spells. GG, choose either of the other rewards, i don't care which

Unreliable and it only applies to a particular spell. Even the trinket is better than this. Give me the Hypnotic Blade and the necklace any day.

I think this weapon is not as it should be mabey they should change it to 06% to all spells because its a low proc?

It's rather unfortunate how this weapon adds so little to already rather cheap frostbolts. I'm full Frost at 54 and about to finish this quest (got sidetracked for a few levels), and my frostbolts with proper talents are 185 mana cost. The paultry amount of mana decrease is not worth the loss of spell dmg you get from the Hypnotic Blade, which is the best dagger pre-60 instances imo.

With patch 2.3, you level through the 50's so quick, its better to keep the Hypnotic Blade until you get to 61 and buy this: https://www.wowhead.com/tbc/item=31142/blade-of-trapped-knowledge I've never seen this item on the AH for more than 100g, making it extremely affordable. Furthermore, that blade can last you until you get to 70 where other end-game 1H'ers will replace it (unless you get a lucky drop along the way).

It's too bad really, because the other items compliment their schools much better.

Simply put its -3 mana a cast on average.
Your better off taking something with spirit or int. If your mana bar is at 6k (about what it will be at the lvs you would actually use this) then you would barely save any mana.

This is clearly a reference to Diablo II...Where Glacial Spike is a spell used by sorceresses..and on the bottom it says "Diabolical runes adorn the blade."

The dagger gives you about 3 mana per frostbolt cast.
50 * 0.06= 3.

That equals to 2.4 mana regen per tick (every 2 sec), or 6 MP5.
3/2.5 *2= 2.4 (mana every 2 sec).

That equals to 32 spirit, if you are running around with mage armor (30% manaragen continued while casting):
manaregen gained from spirit:
32/4= 8 (mana per 2 sec);
8*0,3= 2.4
